Board of Directors
The District’s Board is made up of five elected officials who serve four year staggered terms. The Board works together to prepare plans for the future operation and viability of the District, promote cost effective operations and provisions of health care services, attains District objectives, ensures regulations compliance, markets services and provides leadership and management for the District.
Meet our current Board of Directors:
Edward Murrell, President
Edward Murrell
Director Murrell is lifelong resident of the District and is the owner of Murrell Construction specializing in the construction of steel buildings and rice dryer repair. Mr. Murrell also works with his family business, Murrell Farms, as a rice farmer. He has also been part of the Board of Directors for the Texas Rice Festival and a member of the Optimist Club. Director Murrell was elected to the Board on November 6, 2012. Director Murrell’s term of office expires in November 2024, and he will serve on the future FQHC Board.
Anthony Stramecki, Vice President
Anthony Stramecki
Director Anthony Stramecki was elected to the board in November 2016, and his current term will end in November 2024. Anthony works full time in the field of Finance and Operations in the technology industry. He has a Masters in Business Administration from University of Notre Dame. Director Stramecki is married and has four children attending the local school district. In addition to serving on the WSHD board, he is the former President and currently serves on the board of Winnie Area Chamber of Commerce. He currently serves as WSHD Vice President and is on the District’s Finance Committee and Personnel Committee.
Bobby Way, Treasurer
Bobby Way
Director Bobby Way was elected to the board in November 2018. His term will end in November 2026. Director Way is currently serving as the WSHD Treasurer and on the District’s Finance Committee and Indigent Healthcare Committee.
Jeff Rollo, Secretary
Jeff Rollo
Director Rollo is a lifetime resident of the District. Mr. Rollo has worked with the family farming business and has been employed with DPC Midstream as a measurement technician since 1986. He has attended Texas A&I, Sam Houston and has an associate’s degree at Lamar Institute of Technology. Rollo was elected to the Board on November 6, 2012. Director Rollo’s term of office expires in November 2024. He currently serves as WSHD Secretary and is on the District’s Indigent Care Committee and the Personnel Committee.
Kacey Vratis, Director
Kacey Vratis
Director Kacey Vratis has a term ending in November 2026. She works at the local school district as a school nurse. Director Vratis currently serves as the WSHD Hospital Liasion.
